Starting from 1st January 2023, the second phase of e-invoicing implementation in Saudi Arabia, known as the Integration phase, will involve the introduction of technical and business requirements for electronic invoices and electronic solutions, and the integration of these electronic solutions with ZATCA’s system Fatoora.

Electronic invoices must be generated in Saudi required XML format or as a PDF-A3 file with Saudi XML embedded. The generated invoice is then transmitted to Fatoora and provided with a cryptographic stamp, hash value and UUID number. Once this process is complete the invoice gets approved and signed by ZATCA becoming legally effective and can be sent by the company to the buyer.

All Taxable persons for VAT purposes (excluding non-resident taxable person) as well as any other party issuing tax invoices on behalf of a taxable supplier are obliged with e-invoicing requirements. Cross-border transactions are also included in this regulation.
